Constitution of Pakistan (1973).----Art. 212(3)---Leave to appeal was granted to examine the question of law whether the Proforma promotion of petitioner in Grade-17 with effect from specified date had been made subject to his passing the promotion examination when no such examination was prescribed for promotion under the Rules as on 12-1-1978; and whether the petitioner was not being unreasonably discriminated against, as others named by him in similar situations were granted exemptions from passing the same promotion examination.
