(a) Printing Corporation of Pakistan Employees (Service) Rules, 1977------Sched.---Constitution of Pakistan (1973), Art. 199---Natural justice, principles of---Constitutional petition in the nature of quo warranto directed against respondent to show as to under what authority he was holding office of Secretary, Printing Corporation of Pakistan-- -Maintainability--­Respondent's initial appointment was required to be confirmed by Board of Directors---Board of Directors in its earlier meeting did not confirm respondent and decided to examine such matter under relevant Rules--­Appointment of respondent was confirmed in a subsequent meeting of the Board and respondent also participated in that meeting---Validity---Held, Participation of respondent in that meeting wherein his appointment was sought to be confirmed, was violative of all norms of decency, morality and principles of natural justice---Proceedings of Board of Directors were, thus, vitiated on account of likelihood of bias---Proceedings of Board of Directors whereby appointment of respondent was to be confirmed, therefore, were liable to be quashed on ground of bias there being reasonable likelihood that justice was not seen to be done.
