(a) West Pakistan Civil Servants (Judicial Branch) Rules, 1962-------[As amended in 1986], Appendix---Constitution of Pakistan (1973), Art. 199---Constitutional petition---Grant of grace marks---Petitioner who was short of just one mark to complete 50% aggregate marks to be considered for selection/appointment as a Civil Judge, had prayed to be given one grace mark--­West Pakistan Civil Servants (Judicial Branch) Rules, 1962 were amended in 1986 and earlier rule was substituted by a fresh one whereby the possibility of grant of grace marks was altogether excluded---Old rule in which scope was available for grant of grace marks having been substituted later on through Notification, petitioner could not be granted even single grace mark after enforcement of amended rule. (b) Interpretation of statutes--- ---- When law had provided a thing to be done in a certain manner it ought to be done in that manner or not at all---That principle had to be adhered to in order to achieve the coveted object of law and equality before law---Where words employed in statute were clear, said words would best declare the true intention of the Legislature.
