Civil service------- Selection Grade---Grant of---Civil servant working as Oriental Teacher, was denied Selection Grade in BS-17 on ground that BS-15 only had been allowed to Oriental Teachers on acquiring higher academic qualification of B.A. in North-West Frontier Province while pay scales of civil servants in Punjab Province were equivalent to those allowed by Azad Jammu and Kashmir Government---Civil servant had been discriminated against as similar Oriental Teacher in Province Sindh had been granted Selection Grade in BS-17---Poor treatment towards Oriental Teacher in North-West Frontier Province, Balochistan or in Azad Jammu and Kashmir, would not justify similar maltreatment in Province of Punjab which was biggest Province and rich in men and material---Province of Punjab must set example as everyone else among Provinces looked towards Punjab for guidance---It should have brought its pay structure at par with Province of Sindh---Denial of Selection Grade in BP-17 to civil servants which was due to them, could hardly be justified particularly when B.A. with Honours Degree in oriental languages could not, in any case, be down-rated compared with degree of B.A. or B.Sc. obtained otherwise---Accepting appeal of civil servants, Authority was directed to grant civil servants Selection Grade in BS-17 accordingly.
