University of the Punjab Act (IX of 1973)-------Ss. 15 & 28---Constitution of Pakistan (1973), Art. 199---New syllabus and new pattern of English Paper for degree classes examination to be held in the month of May/June, 1995---Validity---Change in syllabus and pattern of examination/papers in English was changed as per Notification dated 16-9-1993---Petitioner's contention that such change was effected in year 1994 was, thus, not correct---Plan to change pattern of examination and syllabus for English papers was, however, chalked out in year 1992 and was finalized in year 1993 by the Board of Studies and was ultimately introduced and implemented with effect from 1993 Academic Sessions vide Notification dated 16-9-1993---Academic Council in its meeting on 8-6-1994 having given post facto approval to the scheme of introducing changes in the syllabus and pattern of examination paper with effect from 1993 session, objection of petitioners that it was within competence of Academic Council alone to effect such change, was thus, fully met---Requirements of S. 28, University of the Punjab Act, 1973, were also complied with---University and its various organs particularly Board of Studies and Academic Council, were vested with power and authority to prescribe syllabus and pattern of examination and also to make changes in the same---Such matter being within the power and discretion of University of Punjab, no exception could be taken to the impugned changes, especially when same were introduced at the beginning of Academic Session of 1993-95 vide Notification dated 16-9-1993---Changes introduced in the syllabus and pattern of examination were thus, valid and within jurisdiction of the University. ORDER Through the present writ petition the three petitioners have challenged the new Syllabus and the new pattern of the English Paper for the Degree Classes (B.A.) Examinations to be held in the month of May/June, 1995.
