Civil service-------Promotion---Employee who was originally appointed as Medical Officer on adhoc basis m Health and Social Division and was posted in Central Government Hospital, was later on appointed as Medical Officer on regular basis oh selection through Federal Public Service Commission---Said employee was later on transferred to the Institute which was established as an autonomous body where he remained working since long where he was permanently absorbed and he had never raised any objection with regard to his permanent absorption in that autonomous body---Employee claiming of being entitled to retain his lien on his previous post of Medical Officer under Federal Government, filed application to be promoted on post of Associate Physician in Federal Government Service Hospital, which application was rejected and employee after receiving no reply of his departmental appeal, had filed appeal before Service Tribunal against such rejection---Application of employee was rightly rejected as claim of employee was not justified in view of the fact that subsequent appointment of employee in the Institution which was autonomous body, was outside . purview of Federal Public Service Commission and appointing Authority was different from those of Federal Government and in circumstances employee was not entitled to retain his lien on post of Medical Officer in Federal Government Services Hospital and had no right to promotion---Contention of employee that even after his transfer in autonomous body he was still employee of Federal Government, could not be sustained.
