(a) Educational institution--- ---- Prospectus of Government Medical Colleges in the Punjab for the year 1991-92, para. 12 (g)---Admission---Provision of para. 12 (g) of the prospectus would not apply to persons who were domiciles of Punjab but would apply to those who were not domiciled in the Province. (b) Educational institution- ---- Prospectus of Government Medical Colleges in the Punjab for the year 1991-92, para. 12 (a), (c)---Provisions of para. 12 (a) & (c) require that application for admission filed by a candidate must be complete in all respects and should be accompanied by relevant documents; there was, however, no further requirement that only the candidate whose result had been declared could apply. Admittedly, the petitioner had filed the application for admission before the last date mentioned therein for filing the applications. Although by that time the result of the petitioner had not been declared but when the applications came up for consideration, the result was available. There is nothing in clauses (a) and (c) of para. 12 of the prospectus to indicate that the applications submitted before the due date by those candidates whose result had not yet been declared could not be entertained. (c) Educational institution-- ---- Admission---Right of a candidate for admission and his merit are to be determined as on the day when final selection was to be made. Habib-ur-Rahman v. (d) Educational institution--- ----Admission---Expression "final selection"---Connotation---Expression "final selection" in the context of things as terminus a quo would mean that the date on which last candidate amongst contemporary applicants was granted admission.
