Civil service--- --- Adverse remarks---Remarks given by Reporting Officer about various aspects of conduct and performance of civil servant, were based on an inadequate period of observation and experience---During 115 days which covered disputed report, Reporting Officer remained on tour for a total of 100 days, thus even though he remained supervisory officer of civil servant for almost jour months, but he had little occasion to supervise---Person who remained- on tour for such a long period, could not be expected to express any opinion about punctuality of civil servant---With regard to adverse remarks relating to civil servant's relationship with public, his superiors, colleagues and subordinates about output and quality of his work, no complaints or record of adverse nature were produced during course of proceedings to substantiate those remarks---Remarks `reported to be corrupt'…
