Section:

Punjab Civil Servants (Pay Revision) Rules, 1977- ---R. 10--Punjab Service Tribunals Act (IX of 1974), S. 4--Fixation of pay in higher pay-scale--Appellants claiming fixation of their pay-scale equal to that fixed for their counterparts working in Secretariat--Finance Secretaries' Committee considered the matter and found that appellants posts neither constituted anomaly nor was fit for upgradation--Detailed analysis showed that difference in pay scale of both categories existed since inception of Pakistan and that duties assigned to Secretariat staff were qualitatively superior and greater in volume than non-Secretariat staff--Appeal for fixation of higher pay scale was dismissed as no injustice was done to appellants while fixing their pay scale. The Government introduced Punjab Civil Servants Pay Revision Rules, 1977, according to which the Secretariat Superintendents were sanctioned NPS-16 while the non-Secretariat Superintendents were allowed NPS-11. The appellants, however, were also allowed BS-15 in the year 1983. The grievance of the appellants is that they are also entitled to NPS-16 w.e.f 1-5-1977,…
