Director (Architecture), Office of the Chief Architect, Punjab, Lahore has made this appeal under section 4 of the Punjab, Service Tribunals Act, 1974 wherein he has impleaded the Secretary to Government of the Punjab, Communications and Works Department, Lahore as 'respondent. 2. By virtue of this appeal the appellant has prayed that the adverse remarks for the year 1982, in question be expunged and the impugned orders dated 26-4-1983 and 27-7-1983 be set aside. 3. Brief facts of the case are that the appellant was conveyed following adverse remarks for the period from 1-1-1982 to 31-12-1982 vide demi-official letter No.CRA (C&W) 2-29/81, dated 26th April, 1983 by the Deputy Secretary (Admn.), Government of the Punjab, Communications and Works Department:- 1. Emotional stability Poor 2. Understanding and tolerance. Below average. 3. Integrity (a) Intellectual Poor 4. Attitude towards Islamic ideology Below average 5. Acceptance of responsibility --do-- 6. Relations with: (a) Superiors. --do-- (b) Subordinates. --do-- 7. Behaviour with public. --do-- 8. Supervision and Guidance. Poor 9. Work (a) Output Below average. Pen picture. He likes to work on smaller and unimportant jobs but is scared of handling the larger/complex types and buildings like hospitals etc. Schemes entrusted to him move slow. I like to record that even once he stopped an Architectural Assistant to work on a priority job given by me personally to the above chap. In addition to the above, he is in the habit of writing/approaching the higher authorities direct, without seeking the permission from his Controlling Officer. Part VI Fitness for promotion.
