Province of West Pakistan (Dissolution) Order (1 of 1970)- -- Art. 17-Allocation to new provinces-Prosecuting Inspector of Police Service in Region I (area subsequently falling in Baluchistan) requesting for transfer to Region III (area subsequently falling in Punjab)-Request rejected by I. G. of Police prior to dissolution of West Pakistan-Services of petitioner allocated to Punjab in order issued by Governor on promulgation of Presidential Order 1 of 1970-Order of allocation passed without consulting I. G. of Police and neither coming to notice of petitioner nor to departmental authorities hence not implemented-Subsequently request for trans­fer to Punjab accepted on condition of being placed at bottom of respective seniority list-Order accepting subsequent application challenged after being implemented on grounds that in presence of Order of Governor passed under P. ABDUL JABBAR KHAN (CHAIRMAN) - Ghulam Mustafa, Assistant Director, Anti-Corruption, Lahore Region, Lahore, has filed this appeal under section 4 of the Punjab Service Tribunals Act,- 1974, in which he has impleaded Inspector-General of Police, Punjab Lahore, as respondent. 2. By virtue of this appeal he has prayed that the impugned order, dated 29th June, 1970 as well as the order dated 16th February, 1977 and order, dated 7th February, 1981/3rd March, 1981 be set aside and respondent be directed to restore the appellant's status as confirmed Prosecuting Inspector as well as to fix his seniority . 3. Brief facts of the case are that the appellant joined the Police Department on 24th March, 1962 in Quetta/Kalat Range of the then West Pakistan Province and was promoted as Prosecuting Inspector on 31st December, 1965 and confirmed in the rank w. e. f. 16th May, 1970, vide D. I.-G. Police, Quetta Endorsement Order at Annexure 'A'.
