ABDUL JABBAR KHAN (CHAIRMAN). -Muhammad Iqbal Rajoka, has filed this appeal under section 4 of the Punjab Service Tribunal Act, 1974 in which he has impleaded the Deputy Commissioner, Jhang, Commissioner, Sargodha Division, Sargodha and Member (Rev), Board of Revenue, Punjab, Lahore, as respondents. 2. By virtue of this appeal the appellant has prayed that the impugned order, dated 3rd March, 1980 passed by the learned Deputy Commissioner Jhang, order, dated 13th October, 1980, passed by the learned Commissioner and order, dated I6th July, 1981, passed by the learned Member, BOR, be declared illegal. 3. Brief facts of the case that the appellant while working as Junior Clerk in the Vernacular Record Room D. C. Office Jhang, was charge­sheeted by the D. C. Jhang accompanied by the Statement of Allegations so made against him, The appellant filed his explanation on 2nd July, 1978, wherein an enquiry was held against him by the Assistant Com­missioner, Jhnag, who was declared as Enquiry Officer in the said case. As the verdict of the Enquiry Officer went against the appellant, he was given a show-cause notice on 16th June, 1979, by the D. C. Jhang. The appellant filed his written statement before the said authority who found him guilty for the loss of judicial record which was in his custody and imposed a penalty of stoppage of four increments with cumulative effect.
