(a) West Pakistan Anti-Corruption Establishment Ordinance (XX of 1961) S. 3(l)-Object of Establishment : Investigation of scheduled offences and holding of preliminary inquiries to determine whether matter required investigation or departmental inquiry-Preliminary inquiry-Distinguishable from investigation-Question whether offences prima facie made out require investigation or disposal on departmental level-To be based on findings of preliminary inquiry-Establishment may, however, in certain cases under Rules and Government's orders straightaway start investigation after registering case in its discre tion. (b) West Pakistan Anti-Corruption Establishment Ordinance (XX of 1961) S. 3(l) read with Criminal Procedure Code (V of 1898), S. 154 Registration of case on mere receipt of information, regarding commission of any scheduled offence-Not incumbent on Anti-Cor ruption Establishment--Subsection (1) of S. 3-Contains a non obstante clause-Provisions of S. 154, Criminal Procedure Code, 1898 Cannot be invoked to do…
