 Summary

The judgment concerns five constitutional writ petitions involving persons claiming to be Pakistani citizens by descent/birth whose CNICs had been surrendered, blocked, or not renewed by NADRA.

The central issue was whether an admission/declaration made before a NADRA Regional Verification Board regarding surrender of a CNIC could, by itself, amount to renunciation or relinquishment of Pakistani citizenship.

The Court held that it could not. The NADRA Boards were only recommending bodies and had no authority to cancel citizenship/CNICs. No competent authority had passed an order under the relevant citizenship provisions, nor had the statutory procedure for renunciation been followed.
