Summary The petitioners challenged the jurisdiction of the Cantonment Board Clifton (CBC) over DHA areas and sought continuous access to clean drinking water. They argued that CBC lacked lawful jurisdiction over DHA Block 8 and other civilian areas without proper Federal Government notifications under the Cantonments Act, 1924, and that CBC had failed to fulfill its statutory duty to provide potable water despite collecting water charges. The Court held that access to clean water is a fundamental right under Article 9 of the Constitution. It directed CBC and the Karachi Water & Sewerage Corporation (KW&SC) to ensure regular water supply, improve infrastructure, continue interim bowser services, install water meters, maintain transparent billing, submit compliance reports, and verify CBC's jurisdiction through official gazette notifications within prescribed timelines.
