IN THE HIGH COURT OF SINDH AT KARACHI Summary The petitioner, a Junior Clerk in the Board of Revenue, sought directions to undergo mandatory training for promotion as Sub-Registrar after passing the departmental examination conducted by the Sindh Public Service Commission (SPSC). The respondents argued that, under the applicable recruitment rules, only Senior Clerks with five years' service in the Sub-Registrar office are eligible for promotion and subsequent training. The Court held that passing the departmental examination alone does not confer eligibility for promotion. Since the petitioner was still a Junior Clerk and had not been promoted, he had no right to the mandatory training. Accordingly, the constitutional petition was dismissed.
