Section: 16(A), 13(A)

Summary The petitioner, Muhammad Ibrahim, filed a constitutional petition seeking issuance of his Computerized National Identity Card and enforcement of the DLC order dated 10.10.2023. He argued that NADRA’s delay was illegal, mala fide, and contrary to its own verification policy, which entitled him to a CNIC based on his parent’s valid CNIC. NADRA contended that the petitioner’s case involved determination of national status, as he had failed to provide documentary evidence issued prior to 1971 under the Pakistan Citizenship Act, 1951. The Court directed the petitioner to appear before DLC West and ordered the respondents to process his case strictly in accordance with law, without unnecessary delay, within two weeks.
