JUDGMENT These two writ petitions (3826 of 1986 and 2185 of 1987) arise out of the grievance of the petitioner in W.P.No. 2185 of 1987 in respect of the treatment meted out to him by the Railways authorities as a result of change of his category whereas connected Writ Petition No. 3826 of 1986 is by those set of persons who are adversly affected by such a change of category. I need not go into facts and circumstances of the cases in view of the order that I propose to pass. Learned counsel for the petitioners in both the writ petitions are one in saying that they have not been heard by the Railways authorities before the impugned orders were passed or the consequential acts were performed.
