  Summary The petitioner filed a constitutional petition under Article 199 challenging revenue notices that restrained transactions relating to land on the ground that the underlying revenue entry was suspicious and required regularization. The petitioner argued that he lawfully owned the land through registered sale deeds, had deposited and verified the required payments, and that the notices were issued to circumvent pending court proceedings. The respondents maintained that the original revenue entry was doubtful, the land had not been regularized under the applicable law, and government land required protection. The High Court held that the dispute involved disputed questions of title and possession which could not be decided in constitutional jurisdiction. Since an alternate remedy before the competent civil forum was available, the petition was disposed of without deciding the merits, while directing the authorities to hear the petitioner and protect government land in accordance with law.
