Summary The petitioner challenged a show-cause notice issued by the Sindh Building Control Authority (SBCA) regarding a property in Clifton, Karachi. He argued that the property had already been regularized under the 2004 one-time amnesty scheme for building violations, for which the previous owner had paid the required charges and obtained permission for commercial use along with an occupancy certificate. Despite these approvals, SBCA issued a show-cause notice in 2019. During proceedings, SBCA informed the Court that verification of the approval record was underway and that the property appeared to be used residentially. The Court held that the petitioner should submit a reply to the show-cause notice and approach the competent SBCA authority, which was directed to decide the matter through a speaking order after hearing all concerned parties. The petition was disposed of without deciding the merits.
