  (a) Civil service---   ----Promotion---Civil servant who joined service as Assistant Sub-Inspector (A.S.I.) in 1949 subsequently was promoted as Sub-Inspector (S.I.), Inspector, and finally as Deputy Superintendent of Police (D.S.P.) in 1970 and was confirmed as such in 1973---Civil servant was not promoted to next grade of Superintendent of Police (S.P.) whereas his next junior was so promoted-- Civil servant was ignored to be promoted as Superintendent on ground that prior to his final promotion as Deputy Superintendent of Police he had earned some adverse reports civil servant after becoming Deputy Superintendent Police in 1970, admittedly had been earning good and above average A.C.Rs and he had been categorised as an `honest' officer throughout---When adverse ports allegedly were earned by civil servant such fact had not stood in way of his promotion from Sub-Inspector to Deputy Superintendent, then same should not have been made a basis for withholding of his promotion to next higher grade of Superintendent of Police, especially when after such promotion he had obtained some good reports---Even if Selection Authority had taken into consideration reports pertaining to period before civil servant's promotion as Deputy Superintendent, due weight age should have been given to good reports which he earned after his last promotion---In fact reports falling in period before civil…
