 Summary

The petitioner filed a constitutional petition under Article 199 of the Constitution of Pakistan, 1973 challenging the order dated 20-11-2025 passed by the Managing Director of the Punjab Public Procurement Regulatory Authority (PPRA).

The impugned order accepted complaints filed by M/s Anwar & Sons and M/s Akram Brothers & Co. and set aside the decisions of the Technical Evaluation Committee (TEC) and Grievance Redressal Committee (GRC) of Services Hospital Lahore.

The TEC had declared the products of respondents technically non-responsive based on end-user evaluation. However, the Managing Director PPRA found that the rejection lacked scientific or regulatory basis and was merely based on subjective opinions of end users despite the products having certifications recognized by the Drug Regulatory Authority of Pakistan (DRAP).
