In this case, the Regional Transport Authority granted six route permits to Ravi Transport Company, three for Okara–Nur Shah and three for Okara–Attari. The Okara Bus Service appealed, arguing that the Attari route overlapped with their existing service and traffic did not justify more permits. While traffic had generally increased, there was no reliable statistical data, and the court held that expansion should be gradual to avoid harming existing companies. The appeal was partly accepted, reducing Ravi Transport’s permits on the Okara–Attari route from three to two, while the Okara–Nur Shah permits remained unchanged.
