Law: Constitution of Pakistan, 1973
Section: 199
Summary:
The petitioners filed constitutional petitions under Article 199 alleging harassment by private respondents and police following a dispute arising from a buffalo transaction. The respondents and police denied the allegations and undertook before the Court that no harassment would be caused. The Court discussed the legal meaning and scope of “harassment†and emphasized the duty of police to act fairly, protect citizens’ rights, and remain neutral in private disputes. Accepting the statements and undertakings of the respondents and police, the Court disposed of the petitions with directions that no harassment be caused, police remain neutral in private/civil disputes, and lawful action be taken only in case of cognizable offences.
