Law: Pakistan Rangers Ordinance, 1959

Section: 15(1), 15(1-B), 14(1), 14(m)

Law: Constitution of Pakistan, 1973

Section: 212

Summary:
The petitioners challenged their transfer from medical duties at Sindh Rangers Hospital to operational wings, claiming lack of training and violation of natural justice. The Court held that transfers are an internal administrative matter and not a fundamental right. During proceedings, the petitioners were dismissed from service for unauthorized absence under the Pakistan Rangers Ordinance, 1959. Since Rangers employees are civil servants, their service disputes fall within the exclusive jurisdiction of the Federal Service Tribunal. Consequently, the petition was dismissed, leaving the petitioners to avail remedies before the competent forum.
