Section: 4, 5
Law: Pakistan Cotton Standard Institute Service Rules, 1995
Section: Rule 15 (2)
Summary:
The Petitioners, long-serving employees of the Pakistan Cotton Standards Institute, challenged their termination via letters dated 07.08.2025. They argued that their services had been regularized through Office Orders in 2007 and 2019 and that termination without pension or retirement benefits violated the Service Rules under the Cotton Standards (Amendment) Act, 2009. The Respondents argued that the Petitioners were temporary employees and termination was part of a right-sizing policy. The Court held that the Petitioners were legally regularized employees, and the termination letters were illegal and void. The Petitioners were restored to their positions with entitlement to pensionary benefits in accordance with the Service Rules.
