✅ SUMMARY
The petitioners, licensed businessmen dealing in betel nuts and pan masala, approached the Court under Article 199 of the Constitution for protection from continuous harassment, threats, and extortion by police officials. Despite being acquitted in prior FIRs under the Mawa Gutka Act and having valid business licenses, the petitioners faced unlawful interference with their lawful business. The Court reviewed prior judicial precedents emphasizing that registration of FIRs alone does not justify harassment. The Court directed the Inspector General of Police (IGP) Sindh to ensure police act strictly under the law, protect citizens’ rights, and enforce the Sindh Prohibition of Gutka & Manpuri Act, 2019. Petition disposed with instructions for lawful conduct and protection against harassment.
