✅ SUMMARY (Clear & Precise)
The petitioner, a retired Police Driver Constable who left service in 2020 after 25 years to care for his thalassemic daughter, sought reinstatement based on a 2023 police message and Rule 12.25 of the Police Rules. He argued that he could legally be restored to service until reaching the age of superannuation.
The Government opposed the petition, stating that the petitioner retired voluntarily, received all retirement benefits (gratuity, commutation, GP fund, leave encashment, pension), and that Sindh Government policy expressly prohibits re-enrollment of retired police officials. His reinstatement request was already rejected in 2021 based on government letters from 1981 and 2019, which forbid reappointment after retirement.
The Court held that the petitioner cannot be reinstated, the petition is misconceived, and it is therefore dismissed.
