Summary:
The petitioner, Syed Adnan Zaidi, a Sub Engineer appointed in 2008 at the Karachi Water & Sewerage Corporation (KW&SC), sought a declaration that the respondents’ actions of withholding his salary since May 2016 were illegal and unconstitutional.
He alleged that his salary was stopped after he exposed illegal water connections and refused to pay a 25% kickback demanded by senior officers. Despite continuing to perform his duties and even being deputed as a Presiding Officer in the 2018 elections, his salary remained unpaid.
The respondents, however, presented findings of an Enquiry Committee (November 24, 2023), which revealed multiple complaints against the petitioner for misconduct and corruption, including taking money for unauthorized water works. The Committee noted his suspension from February 2018 to February 2021, attendance issues, and lack of formal reinstatement order, though he began receiving salary again from March 2021.
