JUDGMENT
ZAFFAR HUSSAIN MIRZA, J.--This constitutional petition is directed against the refusal by the Deputy Assistant Director of Passports & Immigration, Karachi, respondent No. 4 herein, to issue a passport to the petitioner and the alleged secret orders to the State Bank of Pakistan, respon dent No. 3 herein, by the Government of Pakistan not to allow the petitioner to proceed abroad.
