---- Art. 199(1)(a)(i)( i) --- High Court, under Art. 199(1)(a)(i)( i) of the Constitution has the jurisdiction to declare that any act done or proceeding taken has been done or taken without lawful authority, if the person, doing it had no authority to do it under the law under which be purported to act; it is an act ultra vires or without or in excess of jurisdiction.
