Summary of Court Order

The petitioners, who are long-serving professors and librarians in Sindh’s Government Colleges, requested the Court to order the government to grant them a time-scale based higher grade, aligning their treatment with educators in other provinces and the federal sector. They also challenged the validity of the Sindh Cabinet’s decision dated December 24, 2020, arguing it did not properly consider sub-committee recommendations and failed to provide relief in line with constitutional guarantees and legal precedents. The government opposed the request, stating that the Cabinet had already approved a new four-tier formula, and the financial burden made a time-scale unviable.

After hearing both sides, the Court found:

The Cabinet’s four-tier formula adequately addressed the issue by providing career progression.
