Summary:

The Supreme Court of Pakistan reviewed petitions filed under Article 185(3) of the Constitution challenging a Balochistan High Court judgment dated 07.09.2017, which had directed the C&W Department to pay Rs. 20,12,668 to the petitioners (legal heirs of a contractor) from a security amount originally Rs. 68,67,668/- withheld after the contractor was blacklisted for unsatisfactory performance.

Core Facts:

The contractor had a construction contract (1986) for the Balochistan High Court building.

In 1991, the contractor was blacklisted by the C&W Department and his security deposit forfeited.
