ORDER
1. Urgency granted.
2 to 4. This petition seeks orders of this court for appointment in Education & Literacy department on humanitarian grounds. Prima facie, such a writ cannot be issued in exercise of Article 199 of the Constitution. Even otherwise, perusal of memorandum of petition demonstrates no discernable cause for this matter to be adjudicated directly in writ jurisdiction. Petition being misconceived is dismissed in limine.
