Petitioner’s Claim: Muhammad Fakhr-ul-Hasnain requested the court to order the Police Department to grant him proforma promotion to the ranks of DSP (BPS-17) from 04.08.2001 and SP (BPS-18) from 31.01.2013, based on seniority cum fitness, even though he retired from service on 11.01.2019.
