SUMMARY

The petitioner, Abdul Basit Khan, seeks pensionary benefits and challenges the order of compulsory retirement dated 19.07.2006, along with the audit objection denying his reduced pension. He was employed as an Electrician in the Cantonment Board Clifton, Karachi, from 23.04.1987 and was compulsorily retired in 2006 due to a prolonged absence from duty (15.01.2005 to 20.01.2006). The audit department objected to his pension entitlement, citing insufficient service length (18 years instead of the required 20 years).

The petitioner contended that he was entitled to a reduced pension under the rules despite the compulsory retirement and claimed that the absence from duty was condoned since he was conditionally retired with back benefits, including G.P. Fund payments. The respondent's counsel argued that the petitioner did not complete the required service period for pension and the petition was time-barred.
