Although, matters relating to employees of trans-provincial organizations are to be dealt with by N.I.R.C. and not by forums constituted under provincial laws, yet where to determine that whether employer organization is a trans-provincial organization or not requires recording of evidence, claim before payment of wages authority cannot be summarily rejected.
