Public Sector Companies (Corporate Governance) Rules, 2013--

----Rr. 2-A, 13 and 14(4)--Constitution of Pakistan, 1973, Art. 199(1)(b)(ii)--Appointment on deputation--No advertisement--No transparent procedure of recruitment--Audit report--Violation of--No policy regarding appoint on deputation--Direction to--Audit Report showed that there was grave illegalities in appointment of private respondents--The appointment was made without advertisement and on secondment by management of HBFCL was also clear violation of its HR Manual--There was no policy regarding appointment on secondment in HBFCL--The Competent Authority of HBFCL was directed to forthwith initiate process for selection of an eligible person to be appointed against aforesaid public office in HBFC, inter alia, having regard to principles and law laid down by Hon’ble Supreme Court--Petition allowed.
