Its membership extends to all the provinces of the country and its Head Office is in Karachi. It was formed on 15th January^, 1974 by a resolution of the representatives of the l2 Unions affiliated to it and by this resolution it also decided to apply for registration with the respondent, namely, the National Industrial Relations Commission, to which I shall refer as "the Commission". This application was made to the Commission's Registrar, and, after scrutiny, the Commission issued a certificate of registration in favour of the petitioner.
