He is the son of Mr.\r\nMoin Akhtar Afghan, a retired government servant, and grandson of Ghulam Sarwar\r\nKhan Afghan also known as Afghan Agha Jan, who was a renowned Persian and Urdu\r\nteacher. Mr. Justice Naeem Akhtar Afghan completed his primary and secondary\r\neducation from the Federal Government Public School and College, Quetta Cantonment.\r\nHe graduated with a degree in Economics and Statistics from Degree College,\r\nQuetta in 1985 and subsequently completed his LL.B from the University Law\r\nCollege Quetta in June 1988. Mr. Justice Naeem Akhtar Afghan enrolled as an\r\nadvocate of the High Court of Balochistan on 30th September 1989 and as an\r\nadvocate of the Supreme Court of Pakistan on 12th May 2001. He practiced law\r\nfor 21 years before the Subordinate Courts, High Court of Balochistan, Federal\r\nShariat Court and the Honourable Supreme Court of Pakistan. Mr. Justice Naeem Akhtar Afghan was\r\nelevated as Additional Judge, High Court of Balochistan on 12th May 2011 and\r\nconfirmed as a Judge, High Court of Balochistan on 11th May, 2012. As Chairman of the\r\nBuilding Committee, he oversaw conduct of an audit of Court Buildings and\r\nresidential accommodations for judicial officers throughout Balochistan. He\r\nalso served as Chairman of the Committee for Utilization of Funds under the\r\nProvincial Judicial Development Fund (PJDF).
